Thailand’s ICT Ministry has signed off a deal to install a monitoring and web-censorship software on all the one million tablets handed out to schoolchildren worth $3.8 million (12 million baht).

The project was won by a local Thai company called SAP (no relation to Germany’s SAP) that now has 90 days to deliver the software. It is expected that the software would be ready to be installed on the tablets by 1 December.

The program will not just block undesirable websites but also log all web access.

However, there appears to be no clear plan on how to ensure that the web logger and filter is installed on all the tablets as they have already been handed out.

The ICT Ministry in its press conference also said that it would ask the telecoms regulator to ensure that ISPs censor undesirable websites so that the tablet would achieve the quality goals it set out to achieve.

Parents and opposition politicians were up in arms when it became apparent that the one million Android tablets handed out to 5-year-olds did not come with any web filtering and pictures soon circulated of the tablets being used to access pornographic websites. This was despite a web filter being promised when the project was vetted by parliamentary sub-committee.

ICT Minister Anudith Nakornthap initially defended the lack of web censorship software saying only that the tablets were designed to be used offline and any online use was the responsibility of the parents or teacher allowing the connection.

Shadow ICT Minister Sirichok Sopha pointed out that on the same date (20 August) that Anudith said the tablet was for off-line use, Prime Minister Yingluck Shinawatra said the OTPC was designed to connect the children to the Internet through high speed WiFi.

Just under half of the one million units are expected to have been distributed by the end of August.

วันนี้ (27 ส.ค.) น.อ.สุรพล นะวะมวัฒน์ ที่ปรึกษารัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) และที่ปรึกษาคณะกรรมการตรวจรับแท็บเล็ตป.1 กล่าวว่า ขณะนี้กระทรวงไอซีทีได้เลือกให้บริษัท เอส เอ พี คอมปานี (SAP Company) จัดทำโปรแกรมเพื่อป้องกันการเข้าเว็บไซต์ไม่เหมาะสม(เว็บไซต์ลามกอนาจาร) ผ่านทางแท็บเล็ตป.1 ตามโครงการคอมพิวเตอร์มือถือสำหรับนักเรียนทุกคน (One Tablet PC Per Child) ที่กระทรวงไอซีทีร่วมกับกระทรวงศึกษาธิการดำเนินงานตามนโยบายของรัฐบาลเพื่อแจกให้กั​บนักเรียนชั้นป.1 ทั่วประเทศกว่า 8 แสนคน โดยจะเซ็นสัญญาในวันที่ 31 ส.ค.นี้ และส่งมอบโปรแกรมหลังเซ็นสัญญา 90 วัน โดยจะเริ่มติดตั้งโปรแกรมดังกล่าวในแท็บเล็ตป.1 ได้ประมาณวันที่ 1 ธ.ค.นี้ โดยสัญญาจัดซื้อโปรแกรมป้องกันการเข้าใช้งานเว็บไซต์ไม่เหมาะสมในแท็บเล็ตป.1มีมูลค่​า 120 ล้านบาท ระยะเวลา 1 ปี ติดตั้งในแท็บเล็ตป.1 จำนวน 1 ล้านเครื่อง

น.อ.สุรพล กล่าวว่า โปรแกรมดังกล่าวจะมีคำสั่งควบคุมการใช้งาน 9 คำสั่ง ประกอบด้วย คำสั่งเก็บข้อมูลว่าเด็กเข้าใช้งานเว็บไซต์อะไรบ้างไว้ในตัวเครื่อง และจำกัดสิทธิ์ในการเข้าใช้งานเว็บไซต์ต่างๆ โดยโปรแกรมจะระบุไว้ว่าสามารถเข้าใช้งานเว็บไซต์ใดได้และไม่สามารถเข้าใช้งานเว็บไซต​์ใดได้ เป็นต้น โดยการติดตั้งโปรแกรมลงในเครื่องแท็บเล็ตป.1 ทางบริษัทจะเป็นผู้ดำเนินการทั้งหมด


“ยืนยันว่าการจัดทำโปรแกรมป้องกันการเข้าเว็บไซต์ไม่เหมาะสมไม่ใช่ทำแบบวัวหายแล้วล้​อมคอก แต่ทุกอย่างอยู่ในแผนที่จะดำเนินงานตั้งแต่ต้น”

ข่าวนี้ผมได้รับอพเดตจากคุณ @Thepparith ที่เป็นนักข่าวและติดต่อไปยัง SAP Thailand ว่าเป็นทาง SAP จริงและข่าวของ Telecom Asia ผิดพลาดนะครับ ก่อนหน้าได้รับการติดต่อผมเองก็ตั้งข้อสังเกตุว่าไม่มี SAP อื่นอีก ที่ให้บริการสายไอที ตอนนี้ได้รับการยืนยันก็จะเอาข่าวนี้ลงจากหน้าแรก

วันนี้ (30 ส.ค.) น.อ.สุรพล นะวะมวัฒน์ ที่ปรึกษารัฐมนตรีว่าการกระทรวงเทคโนโลยีสารสนเทศและการสื่อสาร (ไอซีที) และที่ปรึกษาคณะกรรมการตรวจรับแท็บเล็ตป.1 กล่าวว่า กระทรวงไอซีทีจะสามารถเซ็นสัญญาซื้อ “โปรแกรมบริหารจัดการอุปกรณ์พกพา” สำหรับติดตั้งลงเครื่องแท็บเล็ตป.1 ตามโครงการคอมพิวเตอร์มือถือสำหรับนักเรียนทุกคน (One Tablet PC Per Child) จำนวนกว่า 8 แสนเครื่องได้ในสัปดาห์หน้า ด้วยมูลค่าสัญญา 120 ล้านบาท/ปี ซึ่งหลังเซ็นสัญญา 90 วันจะต้องส่งมอบโปรแกรม ดังนั้นจะสามารถติดตั้งโปรแกรมบริหารจัดการอุปกรณ์พกพาลงแท็บเล็ตป.1ได้ในเดือน ธ.ค.นี้

ผู้สื่อข่าวรายงานว่า ในงานแถลงผลการดำเนินงานตลอด 1 ปีของ น.อ.อนุดิษฐ์ นาครทรรพ รมว.ไอซีที เมื่อช่วงเช้าที่ผ่านมา ซึ่งจัดที่ศูนย์ประชุมวายุภักษ์ อาคารศูนย์ราชการเฉลิมพระเกียรติ บริษัท เอสเอพี ซีสเต็มส์ แอพพลิเคชั่นส์ แอนด์ โปรดักส์อิน ดาต้า โปรเซสซิ่ง (ไทยแลนด์) เจ้าของโปรแกรมบริหารจัดการอุปกรณ์พกพา ของซอฟต์แวร์อะฟาเรีย (Afaria) ซึ่งใช้เทคโนโลยีไซเบส (Sybase) ได้นำตัวอย่างโปรแกรมบริหารจัดการอุปกรณ์พกพามาจัดแสดง โดยเทคโนโลยี เอสเอพี ไซเบส โมบิลิตี้ (SAP Sybase Mobility) ทำตลาดมากว่า 14 ปีแล้ว ทั้งในอเมริกา ไต้หวัน และยุโรป โดยในประเทศไทยก็มีหน่วยงานภาครัฐที่ใช้งานอยู่
จากการสอบถามวิศวกรที่มาแนะนำโปรแกรมในบูธ ระบุว่า สำหรับตัวโปรแกรมบริหารจัดการอุปกรณ์พกพาที่จะใช้ในแท็บเล็ตป.1 กระทรวงไอซีทีให้จัดทำทั้งหมด 9 โซลูชั่น อาทิ ใช้เพื่อควบคุมการติดตั้งโปรแกรมในแท็บเล็ตป.1 รายงานการใช้แท็บเล็ตว่าเข้าใช้งานเว็บไซต์และโปรแกรมอะไรบ้าง ป้องกันการเข้าใช้งานเว็บไซต์ที่ไม่เหมาะสม(เว็บโป๊)เบื้องต้นฐานข้อมูลของเว็บไซต์ที่ไม่เหมาะสมนำมาจากกระทรวงไอซีที และกำหนดสิทธิ์ของผู้ใช้งาน เป็นต้น ใช้พื้นที่หน่วยความจำทั้งหมด 2.33 เมกะไบต์
