ธรรมชาติของประชาธิปไตยนั้นเป็นสิ่งชั่วคราว ไม่สามารถดำรงอยู่ได้โดยถาวรไม่ว่าในรัฐบาลไหนๆ ประชาธิปไตยจะถึงที่สุดเมื่อผู้มีสิทธิ์ออกเสียงค้นพบว่าตนสามารถลงคะแนนเสียงเพื่อให้ได้มาซึ่งของแจกที่เอามาจากทรัพย์สินของชาติ ซึ่งเมื่อนั้น เสียงของประชาชนส่วนใหญ่ก็จะเลือกผู้สมัครที่สัญญาว่าจะใช้เงินงบประมาณมาอวยประโยชน์ให้ตนมากที่สุด ทำให้ให้ประชาธิปไตยไม่ว่าที่ใดก็จะต้องม้วนเสื่อเพราะความแหลกเหลวทางนโยบายการเงินการคลัง แล้วที่จะติดตามมาก็คือรัฐบาลเผด็จการ
