The List: Five Governments That Deserve to Fail

 

A number of leaders around the world are on the ropes right now. That's not necessarily a bad thing.

 

The leader: Prime Minister Abhisit Vejjajiva



 

Why he's got to go: Politicking when he should be governing. Aiding the poor through the downturn should be a bigger priority than scrapping with rivals.



 

The story: Thailand has been in a state of political turmoil since 2006, when a military coup ousted then Prime Minister Thaksin Shinawatra. Ever since, Thaksin, a wealthy businessman with strongly populist tendencies, has continued to broadcast potent political messages to his supporters in the country.


For the past month or so, up to 100,000 "red shirt" protesters who support Thaksin have rallied against Abhisit and periodically forced Bangkok to shut down. This month, protesters forced the government to call off a summit of leaders from the ASEAN trade bloc -- a tremendous embarrassment for Abhisit -- and provoked a military response that left two dead.


In all likelihood, Thaksin's Keynesian economic policies would benefit Thailand more than Abhisit's. But regardless of which man seizes power, one thing is certain: Their perpetual infighting has severely harmed the country. An Asian Development Bank economist said political turmoil may cause the economy to contract 5 percent this year, revising his estimate from 2 percent. If neither of the two men can gain control and provide peace, at least they should find a way to protect the Thai economy instead of driving away foreign investment, tourism, and assistance.

Bad Exes Most ex-presidents and former prime ministers devote their lives to making a positive difference in the world, or at least fade away into obscurity. Here are five former leaders who have done neither.

 

GERHARD SCHRÖDER

Old job: Chancellor of Germany, 1998-2005

New image: Schröder had always been reliably pro-Russia as chancellor, rejecting criticism of Moscow's human rights record and even describing then-President Vladimir Putin as a "flawless democrat." But the German public was still shocked by the blatant cynicism of his final act. Less than one month before stepping down, Schröder helped procure a $1.4 billion loan for Gazprom, the Russian state oil monopoly formerly run by current President Dmitry Medvedev. Then, just after stepping down, Schröder accepted the chairmanship of Gazprom's controversial Nord Stream pipeline project, which will increase Germany's reliance on Russian natural gas and was agreed to under Schröder's tenure.

 

Schröder's actions were a major political scandal in Germany, with the public understandably wondering why he had been so eager to negotiate the pipeline deal in the first place. Schröder told a German newspaper, "I do not see that I did anything wrong," and got a court to enforce a gag order preventing rival politician Guido Westerwelle, now Germany's foreign minister, from criticizing him.

More recently, Schröder joined the board of BP's troubled Russian subsidiary, TNK-BP, whose British owners have accused the Russian government of attempting to harass them into leaving the country. Schröder continues to toe the Russian line on foreign-policy issues,defending Putin's democratic credentials and criticizing the recognition of Kosovo's independence.

 

 

JOSÉ MARÍA AZNAR

Old job: Prime minister of Spain, 1996-2004

New image: Spanish voters gave Aznar the boot after his government attempted to pin the blame for the 2004 Madrid train bombings on ETA, the Basque separatist group, when they were in fact carried out by Islamist extremists hoping to punish Spain for its support of the deeply unpopular Iraq war. Since then, Aznar, who runs a think tank and sits on the board of Rupert Murdoch's News Corp., has distinguished himself mainly by the extremity of his rhetoric.

Aznar has joined with Czech President Vaclav Klaus in calling global warming a "new religion" andreferring to environmentalists as "flag bearers of the global-warming apocalypse ... who seek to restrict individual liberties in the name of a noble cause ... as the communists did!" (Never mind that under Aznar's tenure, Spain signed on to the Kyoto Protocol to combat global warming.)

Aznar has also suggested that Muslims apologize for the medieval occupation of Spain, called efforts at interfaith dialogue stupid, and called the U.S. election of an African-American president "a historic exoticism and predictable economic disaster." Aznar also attacked Spanish government campaign against drunk driving -- while accepting an award from a vintner's association -- saying, "Let me decide for myself; that's what liberty consists of. Who asked you to come and drive for me? Let me drink my wine in peace; I'm not putting anyone at risk."

Aznar recently kicked off a more defensible campaign to drum up international support for Israel, but the folks in Tel Aviv might want to consider whether he's really their most effective cheerleader.

 

 

OLUSEGUN OBASANJO

Old job: President of Nigeria, 1999-2007

New image: Once lauded for helping his country transition from a military dictatorship to a genuine, if chaotic and violent, democracy, Obasanjo has more recently seen his reputationtarnished by a series of corruption investigations. Then there's the fact that Obasanjo has never really willingly stepped aside. He attempted to amend the Nigerian Constitution to allow himself a third term, and when that failed, he installed the moribund Umaru Yar'Adua as his successor ahead of an election widely believed to be rigged. It was suspected by many in Nigeria that Yar'Adua was chosen because he was seen as weak and could be manipulated by the Obasanjo loyalists in his cabinet (Obasanjo's political influence has faded significantly in recent years, however).

In addition to being hit with new revelations of corruption committed during his time in office, including hundreds of millions of dollars in alleged bribes from U.S. contractor Halliburton, Obasanjo became involved in a messy personal scandal when his son accused him in court ofsleeping with his own daughter-in-law. Recently, thousands of residents of a town in southwestern Nigeria have protested plans to demolish their homes after Obasanjo acquired their land. His daughter Iyabo, a Nigerian senator, was also embarrassed when she was forced to admit to withdrawing thousands of dollars from the country's health budget to pay for a retreat in Ghana.

Obasanjo has continued to maintain a high international profile, serving as a U.N. envoy to peace talks in the Democratic Republic of the Congo, but his traditionalist views have sometimes embarrassed the organization. At a U.N. event this year with former U.N. Secretary-General Kofi Annan, he called homosexuality an "abomination" and dismissed individuals' right to privacy, saying "You want to make love to a horse?"

 

 

JOSEPH ESTRADA

 

Old job: President of the Philippines, 1998-2001

New image: Action-movie-star-turned-president Joseph Estrada was ousted in 2001 after serving less than half his term amid a flurry of corruption charges. Estrada has also admitted to havingnumerous children out of wedlock and reportedly made crucial policy decisions with the help of a "midnight cabinet" of old drinking buddies. He was finally convicted of "plunder" in 2007 and sentenced to life imprisonment, but was pardoned by his successor, President Gloria Macapagal Arroyo, just a few weeks later under a deal in which he promised not to go back into politics.

But Estrada broke his promise and entered the 2010 presidential election, doing so, he told theNew York Times, "so I can clean up my name and prove to those who removed me that they were wrong." Instead, what he got was a new legal mess with months of challenges over whether he was eligible to run, having already served as president. Estrada eventually won his case, but lost the election to Benigno "Noynoy" Aquino, son of former President Corazon Aquino.

Now Estrada is preparing to defend himself from a U.S. lawsuit filed by the daughters of a Filipino publicist who say the former president was complicit in their father's killing in 2001. Estrada has joked about the case, telling the Philippine Daily Inquirer, "That's bullshit. What will they get from me? Where will I get the money?"

Estrada remains popular among poor Filipinos and continues to influence the country's politicsthrough control of his party, but the country might be better off if the action hero went back to focusing on his movie career.

 

 

THAKSIN SHINAWATRA

Old job: Prime minister of Thailand, 2001-2006

New image: Since being deposed in a 2006 coup amid allegations of graft and human rights abuses, Thaksin has lived a peripatetic existence. The former billionaire businessman has served as a "special ambassador" for Nicaragua and an economic advisor in Cambodia, and was briefly owner of the Manchester City soccer club. Thaksin reportedly lived in Germany for more than a year,  keeping a low profile.*

This year, Thaksin's supporters, known as "red shirts," occupied central Bangkok and stormed government buildings throughout the country in an effort to force the government to step down. Around 90 people were killed in the ensuing clashes between often-armed protesters and police before the two sides agreed to a cease-fire. Thai courts charged Thaksin in absentia for his role in fomenting the protests. Although Thaksin was vocally supportive of the red shirts -- he once called into a rally and promised "to make all Thais rich" if his supporters were able to regain political power -- he denies funding their efforts. He has also been convicted on additional corruption charges since going into exile, though he maintains that those charges are politically motivated. 

Since the red shirts' defeat, Thaksin has cut back on his media appearances and political activities. In August, he gave up his position with the Cambodian government, helping ease relations between the two countries.

Why he's got to go: Economic and foreign-policy incompetence. Russia might have started the war, and the global economy might be rocky, but Saakashvili's policies haven't helped.

The story: Georgia has deposed every one of its leaders since it gained independence from the Soviet Union in 1991. Saakashvili, who came into power in the 2003 peaceful "Rose Revolution" and won an open election in January 2008, may be next.

The Georgian economy grew rapidly between 2004 and 2007 -- between the end of the country's political strife and the beginning of the global economic crisis. But much of Georgia's new wealth relied on foreign direct investment, which has dropped steeply, and little of it trickled down past the country's elites.

 

The August 2008 war -- in which Russia sent troops deep into Georgia after Tbilisi tried to retake control of the separatist South Ossetia region -- did not help matters. It destroyed already tense relations with one of Georgia's largest trading partners and slashed direct foreign investment more than 50 percent. This left the country even more exposed to the continued and accelerated global downturn because Georgia requires more than $4 billion in support from foreign governments and organizations to stay afloat. Saakashvili himself called the current situation "a major existential struggle."

Saakashvili's response to the latest crisis -- the 20,000-person protests that have shut down Tbilisi for a week -- has been to point the finger at the Kremlin. But, even if Russia is funding the protesters, Saakashvili should focus on addressing their core complaints: corruption, lack of accountability, and politically motivated prosecutions that have targeted some of Saakashvili's opponents.

His one saving grace? The opposition candidates don't look much better.

NEPAL

The leader: Prime Minister Pushpa Kamal Dahal, known as Prachanda

Why he's got to go: For failing to bring political or economic stabilization

The story: For the past three years, royalists and Maoists in Nepal have engaged in a peace process, following the ouster of the country's 240-year-old monarchy after a long and bloody guerrilla war. With a coalition government and new populist policies, the country has faced an unprecedented political reconciliation challenge. The hardest part for Nepal has been integrating its nearly 23,000 Maoist fighters into the Army, once the strong arm of royal power, and creating a productive legislative body.

The two rival sides have found it difficult to work together. The remaining royalists have balked at many of the populist proposals of the coalition government's Maoist leader, Prachanda. And by moving to the center and making necessary political changes, Prachanda risks alienating his partisans. For instance, a rule about how minorities will be proportionally represented in Parliament caused a series of ethnic flare-ups. Far-left protests have started to occur in the countryside, threatening the tenuous political process.

It doesn't augur well for the country. Any political problems will necessarily compound its extraordinarily weak economic situation, just as economic problems may spur political dissent. According to one economist at the Asian Development Bank, "The country is already facing the grave challenge of sustaining the growth and the poverty-reduction gains of the past decade." This means Prachanda must maintain political stability and avoid any violence at all costs -- or Nepal risks catastrophe.

 

RUSSIA

The leader: Prime Minister Vladimir Putin

Why he's got to go: Despite his popularity, he's to blame for failing to enact economic policies that would have aided Russia through the financial crisis. And he isn't helping now.

The story: Russia benefited richly from the global rise in stock and commodity prices during Putin's presidency. Between 2000 and 2007, the country's GDP more than tripled. Putin became enormously popular, enacting some social reforms and setting up a rainy-day fund. He also used the economic good times to consolidate wealth in the hands of a small cadre of Russian elites. And economic growth justified Putin's authoritarian control over the country and punishment of dissenters.

But since kingmaker Putin ushered Dmitry Medvedev into the presidency in 2008, the political and economic situation has looked much bleaker. Putin used the growth period to bolster Russia's oil, commodity, and gas companies to an all-important status, calling conglomerate Gazprom "one of the backbones of our economic growth" in 2004. But he did not encourage the diversification of Russia's wealth base. Commodity prices rely on global demand, which has fallen precipitously during the Great Recession, leaving Russia's economy needing oxygen.

Indeed, the country is hard hit. Stock prices are down more than 50 percent, and debt delinquency has skyrocketed. Unemployment is up. Growth was scratch in 2008, and the economy will contract in 2009. The ruble's in trouble. Yet Putin takes no blame and has retained a great degree of control. Without the accompanying prosperity, Putin's case for maintaining tight control over the country's "managed democracy" is much weaker.

Medvedev seems more amenable to new policies and has a stronger background in economics. This should, ideally, mean the end of Putin.

 

GERMANY

The leader: Chancellor Angela Merkel

Why she's got to go: For naysaying other countries' policies under the banner of economic responsibility

The story: Throughout most of the 2000s, Germany's export-based economy fared well. But with global demand weak, slowdowns in the industrial market, and woes in its banking sector, Germany succumbed to the Great Recession. Its economy is due to contract about 5 percent this year.

Merkel's administration -- especially Merkel herself -- has governed conservatively and prudently in domestic affairs. In foreign policy, she has been a mixed bag. Her government has pointed fingers and naysayed other countries' economic policies, spurring a chilly response from leaders of the United States, Britain, France, and Japan, among others.

In September, Finance Minister Peer Steinbrück accused the United States of precipitating the crisis, "spreading worldwide like a poisonous oil spill." Merkel responded to the United States' and Britain's stimulus packages by saying she would not join a "pointless race" to spend, though she ultimately had to put forth a 50 billion euro Keynesian package.

In a New York Times interview, Merkel explained Germany's hesitance to stimulus as stemming from a caution against inflation due to its aging population (Germany's demographics mean it will have fewer workers to repay the funds down the road). The response met with a shrug from the international community; Germany could simply take in more immigrants, as the United States does.

Ultimately, Merkel has been a federalist when the world needs internationalists. Taking a more proactive role in stimulating demand and buoying the G-20 economies would be worth it -- for Germany, the euro area, and the world.

If neither of the two men can gain control and provide peace, at least they should find a way to protect the Thai economy instead of driving away foreign investment, tourism, and assistance.

 

NEPAL

The leader: Prime Minister Pushpa Kamal Dahal, known as Prachanda

Why he's got to go: For failing to bring political or economic stabilization

The story: For the past three years, royalists and Maoists in Nepal have engaged in a peace process, following the ouster of the country's 240-year-old monarchy after a long and bloody guerrilla war. With a coalition government and new populist policies, the country has faced an unprecedented political reconciliation challenge. The hardest part for Nepal has been integrating its nearly 23,000 Maoist fighters into the Army, once the strong arm of royal power, and creating a productive legislative body.

The two rival sides have found it difficult to work together. The remaining royalists have balked at many of the populist proposals of the coalition government's Maoist leader, Prachanda. And by moving to the center and making necessary political changes, Prachanda risks alienating his partisans. For instance, a rule about how minorities will be proportionally represented in Parliament caused a series of ethnic flare-ups. Far-left protests have started to occur in the countryside, threatening the tenuous political process.

It doesn't augur well for the country. Any political problems will necessarily compound its extraordinarily weak economic situation, just as economic problems may spur political dissent. According to one economist at the Asian Development Bank, "The country is already facing the grave challenge of sustaining the growth and the poverty-reduction gains of the past decade." This means Prachanda must maintain political stability and avoid any violence at all costs -- or Nepal risks catastrophe.

 

RUSSIA

The leader: Prime Minister Vladimir Putin

Why he's got to go: Despite his popularity, he's to blame for failing to enact economic policies that would have aided Russia through the financial crisis. And he isn't helping now.

The story: Russia benefited richly from the global rise in stock and commodity prices during Putin's presidency. Between 2000 and 2007, the country's GDP more than tripled. Putin became enormously popular, enacting some social reforms and setting up a rainy-day fund. He also used the economic good times to consolidate wealth in the hands of a small cadre of Russian elites. And economic growth justified Putin's authoritarian control over the country and punishment of dissenters.

But since kingmaker Putin ushered Dmitry Medvedev into the presidency in 2008, the political and economic situation has looked much bleaker. Putin used the growth period to bolster Russia's oil, commodity, and gas companies to an all-important status, calling conglomerate Gazprom "one of the backbones of our economic growth" in 2004. But he did not encourage the diversification of Russia's wealth base. Commodity prices rely on global demand, which has fallen precipitously during the Great Recession, leaving Russia's economy needing oxygen.

Indeed, the country is hard hit. Stock prices are down more than 50 percent, and debt delinquency has skyrocketed. Unemployment is up. Growth was scratch in 2008, and the economy will contract in 2009. The ruble's in trouble. Yet Putin takes no blame and has retained a great degree of control. Without the accompanying prosperity, Putin's case for maintaining tight control over the country's "managed democracy" is much weaker.

Medvedev seems more amenable to new policies and has a stronger background in economics. This should, ideally, mean the end of Putin.

 

GERMANY

The leader: Chancellor Angela Merkel

Why she's got to go: For naysaying other countries' policies under the banner of economic responsibility

The story: Throughout most of the 2000s, Germany's export-based economy fared well. But with global demand weak, slowdowns in the industrial market, and woes in its banking sector, Germany succumbed to the Great Recession. Its economy is due to contract about 5 percent this year.

Merkel's administration -- especially Merkel herself -- has governed conservatively and prudently in domestic affairs. In foreign policy, she has been a mixed bag. Her government has pointed fingers and naysayed other countries' economic policies, spurring a chilly response from leaders of the United States, Britain, France, and Japan, among others.

In September, Finance Minister Peer Steinbrück accused the United States of precipitating the crisis, "spreading worldwide like a poisonous oil spill." Merkel responded to the United States' and Britain's stimulus packages by saying she would not join a "pointless race" to spend, though she ultimately had to put forth a 50 billion euro Keynesian package.

In a New York Times interview, Merkel explained Germany's hesitance to stimulus as stemming from a caution against inflation due to its aging population (Germany's demographics mean it will have fewer workers to repay the funds down the road). The response met with a shrug from the international community; Germany could simply take in more immigrants, as the United States does.

Ultimately, Merkel has been a federalist when the world needs internationalists. Taking a more proactive role in stimulating demand and buoying the G-20 economies would be worth it -- for Germany, the euro area, and the world.

The story: Thailand has been in a state of political turmoil since 2006, when a military coup ousted then Prime Minister Thaksin Shinawatra. Ever since, Thaksin, a wealthy businessman with strongly populist tendencies, has continued to broadcast potent political messages to his supporters in the country.

For the past month or so, up to 100,000 "red shirt" protesters who support Thaksin have rallied against Abhisit and periodically forced Bangkok to shut down. This month, protesters forced the government to call off a summit of leaders from the ASEAN trade bloc -- a tremendous embarrassment for Abhisit -- and provoked a military response that left two dead.

In all likelihood, Thaksin's Keynesian economic policies would benefit Thailand more than Abhisit's. But regardless of which man seizes power, one thing is certain: Their perpetual infighting has severely harmed the country. An Asian Development Bank economist said political turmoil may cause the economy to contract 5 percent this year, revising his estimate from 2 percent. If neither of the two men can gain control and provide peace, at least they should find a way to protect the Thai economy instead of driving away foreign investment, tourism, and assistance.

Ever since, Thaksin, a wealthy businessman with strongly populist tendencies, has continued to broadcast potent political messages to his supporters in the country.

For the past month or so, up to 100,000 "red shirt" protesters who support Thaksin have rallied against Abhisit and periodically forced Bangkok to shut down. This month, protesters forced the government to call off a summit of leaders from the ASEAN trade bloc -- a tremendous embarrassment for Abhisit -- and provoked a military response that left two dead.

In all likelihood, Thaksin's Keynesian economic policies would benefit Thailand more than Abhisit's. But regardless of which man seizes power, one thing is certain: Their perpetual infighting has severely harmed the country. An Asian Development Bank economist said political turmoil may cause the economy to contract 5 percent this year, revising his estimate from 2 percent. If neither of the two men can gain control and provide peace, at least they should find a way to protect the Thai economy instead of driving away foreign investment, tourism, and assistance.

แปลตรงตัวนะครับ เขาหมายความว่า มีผู้นำประเทศหลายคนกำลังตกอยู่ในภาวะลำบากในตอนนี้ (คำว่า "on the ropes" เป็นวลีฝรั่งเปรียบเทียบเหมือนกับการแข่งขันมวยคือ "หลังกำลังพิงเชือกเพราะกำลังโดนรุมชก" เอามาใช้กับประโยคทั่วไปหมายถึง "กำลังจะพ่ายแพ้หรือล้มเหลว") แต่ก็ไม่จำเป็นว่าจะเป็นเรื่องที่แย่สำหรับประเทศชาติเสมอไป  เพราะผู้นำเหล่านี้สมควรที่ลงจากตำแหน่งเพราะผลงานของตัวเขาเอง

ครับ ดูเหมือนจะหาไม่เจอ เว้นแต่คำจากเฟสบุค

คราวนี้ ผมต้องยอมรับผิดจริงๆ ที่รีบนำข้อความมาลง
